David DeRamus and Collin Cain coauthored “Biodiesel Distribution in the US and Implications for RFS2 Volume Mandates,” a white paper submitted to the EPA accompanying formal comments of the National Biodiesel Board (NBB) on the EPA’s recent fuel volume proposals under the Renewable Fuel Standard (RFS) program.

The paper addresses the existing distribution infrastructure and industry practices for moving more than 2 billion gallons of biodiesel supply from production and import facilities to end-users of blended diesel fuel throughout the US. The authors concluded that in developing its proposed mandated volumes for biodiesel for the 2018 compliance year, EPA had substantially underestimated the capacity of existing distribution channels to accommodate significant increases in biodiesel supply. The EPA rule will be finalized later this year.
