Development of offshore wind competitive procurement rules and bid evaluation
Assisted the staff of the New Jersey Board of Public Utilities by creating the Guidance Document and Application Form for a solicitation of Offshore Wind Renewable Energy Certificates (ORECs) from 1,100 MW of new offshore wind facilities located in federal waters. Work included reviewing all relevant legislation to create a clear and readable set of RFP documents and design a transparent procurement. Also assisted Board staff by reviewing a petition for a smaller project located in state waters by assessing the costs, benefits, and risks of the proposed project.
