Bates White Monitors Distributed Generation Procurement in Illinois
Bates White served the Illinois Commerce Commission (ICC) by monitoring a competitive bidding process to provide renewable energy credits (RECs) from distributed generation resources to three utilities: Ameren Illinois, Commonwealth Edison, and MidAmerican Energy Company. This sealed-bid procurement solicited RECs from resources that were less than 2 MW in size and connected at the distribution grid; resources of all renewable energy technologies were eligible to participate, including:
- solar thermal energy
- photovoltaics (solar PV)
- crops and organic waste biomass
- tree waste
Bates White monitored the entire bidding process, from bidder qualification to the signing of final contracts, and presented a report to the ICC analyzing the competitiveness of the process, prices received, and compliance with published bidding rules and Illinois law.
