Summary

Randy Chugh has extensive experience as an antitrust economist, providing analysis of competition policy issues, including competitive effects of horizontal and vertical mergers, market definition and market power, and preliminary assessment of antitrust risk. He has extensive experience in liability and damages cases in private litigation and has also worked in monopolization, exclusionary conduct, and rate determination proceedings. Randy has been retained as expert by the Department of Justice and private litigants in airline, advanced manufacturing, and travel industry matters.

Randy has provided empirical and theoretical analysis to a wide range of industries, including airlines, supermarkets, travel agencies, pharmaceuticals, chemicals, telecommunications, paper, forest products, healthcare, and beer. He works closely with government agencies and leading law firms in consulting and risk assessment roles as well as litigation support roles. His recent work includes analysis on behalf of state attorneys general in the successful blocking of the merger of Kroger and Albertsons.

In his cases, Randy works collaboratively with clients to develop economic analyses that fit with the overall litigation strategy—without sacrificing analytical rigor. He is proud of his ability to use the right tool for the job, understanding that it’s critical to apply methods that reflect the way markets work in the real world. And in working with colleagues, Randy devotes considerable time and effort to make sure team members get opportunities that allow them to contribute to the success of the matter at hand as well as help them attain long-term success at Bates White.

Before joining Bates White, Randy was an Economist with the Antitrust Division of the Department of Justice, where he was recognized for his contributions to economic analysis and litigation support. Randy earned his PhD from University of Maryland, where he received multiple teaching awards.
