In the Phonorecords IV rate-setting proceeding, Joseph Farrell submitted expert written testimony on behalf of Spotify USA Inc. and Leslie Marx submitted expert written testimony on behalf of Amazon, both regarding royalty payments under Section 115 of the Copyright Act. Provided analysis of an appropriateness range for royalty rates and of the effects of proposed royalty structures. Spotify, Amazon, and other interactive streaming services reached a settlement with music publishers within weeks of this final testimony.
