Since 2023, Bates White has been assisting the Newfoundland and Labrador Board of Commissioners of Public Utilities in reviewing the integrated resource planning of the provincial electric utility, Newfoundland and Labrador Hydro (Hydro). Our work, which has included multiple expert reports from Vincent Musco and Collin Cain, considered the need for additional firm energy and capacity resources in light of national net-zero emissions standards and potential demand growth from sources such as electrification of the heating and transportation sectors. Our review includes an assessment of Hydro's proposal to retire the 490 MW, oil-fired Holyrood Thermal Generating Station and replace it with a 150 MW, diesel-fired gas turbine and a 150 MW hydroelectric generating unit at the existing Bay d'Espoir plant.
