Procurement Monitor for the Illinois Commerce Commission

On behalf of the Illinois Commerce Commission (ICC), Bates White serves as the Procurement Monitor for all procurement events held by the Illinois Power Agency on behalf of three Illinois electric utilities: Commonwealth Edison, Ameren Illinois, and MidAmerican Energy Company. The procurements solicit a variety of electricity products from various supply resources, including capacity, energy, and renewable energy credits from wind, solar, solar brownfield, and distributed generation resources. Bates White also serves as the Procurement Monitor for Illinois’ procurement of “zero emissions credits.” In this role, Bates White independently evaluates all offers received and monitors all parts of the bidding process, from bidder qualification to the execution of final contracts. Bates White submits reports to the ICC analyzing the competitiveness of the process, prices received, and compliance with published bidding rules and Illinois law.
