Served the Hawaii Public Utilities Commission as Independent Observer for two procurements by two Hawaiian utilities for new variable, dispatchable renewable generation on the islands of Oahu and Hawaii: the first to obtain renewable energy and energy storage to replace the largest generator in the Hawaiian Islands, the second to obtain "grid services" from customer-sited distributed energy resources—such as residential rooftop solar and energy storage—to compete against utility-scale projects. Monitored every phase of the request for proposal (RFP) process, including (a) design of the RFP; (b) issuance of the RFP; (c) bid receipt and qualification; (d) evaluation and selection of the shortlist; (e) evaluation and selection of the final award group; and (f) contract negotiations. The highly successful procurement process resulted in record-low prices for the state.
