On behalf of the Mississippi Public Service Commission (MPSC), evaluated Entergy’s proposal to join the Midwest Independent System Operator (MISO) RTO (subsequently renamed the Midcontinent Independent System Operator, under the same acronym). Bates White evaluated the benefits to Entergy Mississippi and its customers of RTO membership in MISO compared to membership in the Southwest Power Pool (SPP) RTO. The analysis included assessment of impacts from participation in a full Day-2 market; potential for reduced need for planning, regulation and contingency reserves; access to financial transmission rights (FTRs); impacts of the forward capacity market; and regional transmission issues related to power transfer and loop flows.
