Carried out market, regulatory, and commercial due-diligence as independent market consultant to senior lenders in the financing of the 125-MW La Ventosa–Electrica del Valle de Mexico wind farm in Oaxaca, Mexico (SIIF/Credit Agricole Indosuez). One of the first large-scale wind farms in Mexico, this project presented the lenders with various types of project risks never addressed before in Mexico. Assessed the technical, market, and regulatory risks of the project and formulated potential mitigation measures. The effort resulted in the first-time recognition by the Mexican government of the need to reinforce the grid to accommodate the large wind power potential in the La Ventosa, Oaxaca region.
