On behalf of Union Fenosa, a major Spanish energy company, provided technical and regulatory advice regarding a 500-MW wind project in northern Baja California, Mexico, on the technical, commercial, and regulatory aspects of interconnection and new transmission infrastructure for export to California. Facilitated certification of the project as in-state resource by the California Energy Commission and performed comparative analysis of environmental and other siting regulations in the United States and Mexico. Facilitated communications between the Mexican and California energy policy and regulatory authorities and grid operators. Carried out a comparative analysis of environmental and other siting regulations applicable to wind power projects in the US and Mexico.
