Bates White has been retained by a major US competitive power generator to help develop proposals to modify the capacity market design in PJM, the Regional Transmission Organization that operates the electric system and administers centralized wholesale power markets across all or part of 13 states and the District of Columbia, spanning the mid-Atlantic region and neighboring states. Changes in capacity market design are needed to improve competitive market outcomes while accommodating renewable generation that receives out-of-market compensation or support from state policies. The work includes engaging and educating other stakeholders and PJM to achieve a broad consensus on the path forward.
