Available Transfer Capability (ATC) analysis
Inadequate transmission system investment and increased congestion heighten the importance of accurate and transparent determination of available transfer capability (ATC) for vertically integrated utilities and independent wholesale generators.
ATC is limited not only by physical mechanisms such as thermal, voltage, and stability constraints, but also by modeling assumptions, including how to model transmission reliability margin (TRM), capacity benefit margin (CBM), and existing transmission commitments (ETC) and associated counter flows.
Correctly determining ATC requires addressing numerous technical complexities, including the following: definition of a base case, specification of monitored and contingency elements, and determination of network response factors (e.g., PTDF, LODF, OTDF, and GSF).
