The genesis of providing reliability in wholesale electric markets has been the evolving structure of the electric industry. The challenges related to system reliability and capacity adequacy are less attributable to the need for reliability standards than they are to whether or not those obligations can be met by establishing a separate, long-term capacity market that is fair for both investors and customers.
