Spencer Yang provides expert testimony and consulting support in litigation and regulatory proceedings. He specializes in regulatory market power analysis, power system analysis, generation portfolio analysis, renewable energy, and climate change. He has a comprehensive background in science, engineering, statistics, and quantitative analysis.
Dr. Yang has extensive experience applying quantitative analysis to business challenges. He has served as both a testifying and consulting expert in an array of cases, including the Exelon-Constellation merger case, energy-related dispute proceedings before federal and state regulatory commissions, applications for market-based rate authority, reliability needs assessments of transmission lines, potential retirement impact of nuclear generation, and civil damages. He has performed several generation portfolio analyses concerning the benefits of adding wind and other renewables generation into a conventional fossil fuel generation portfolio mix on behalf of Airtricity, the European Investment Bank (EIB), and
the California Energy Commission (CEC).
Selected Experience
- Testified before the Maryland Public Service Commission regarding the potential impact of market power on the proposed Exelon-Constellation merger case.
- Testified before the Virginia State Corporation Commission in the "Certificates of public convenience and necessity to construct facilities" proceeding. This proceeding concerned the reliability needs and potential alternatives to a proposed 500-kilovolt 502 Junction-Meadow Brook-Loudoun electric transmission line.
- Submitted an affidavit on behalf of Shell Trading Gas and Power Company in FERC proceedings to Southern’s updated market-based rate application.
- Submitted consultant reports to the CEC regarding the quantitative calculation of California’s renewable energy market price referent and generation portfolio planning.
- Submitted an invitation-only report related to the development of efficient electricity portfolios for Europe that maximizes energy security and climate change mitigation to the EIB.
- Conducted a full production cost modeling study on behalf of New York Regional Interconnect, Inc. (NYRI) related to NYRI’s application to the New York Public Service Commission to construct and maintain a state-of-the-art 190-mile, 1,200-MW HVDC transmission line. Performed both zonal and nodal production cost simulation modeling studies by using Aurora XMP and PowerWorld Simulator.
- Conducted several reliability studies on behalf of Exelon Corporation related to the potential retirement of various nuclear power plants. Performed Optimal Power Flow and Security-Constrained Optimal Power Flow studies.
