Federico Mini specializes in industrial economics, quantitative economic techniques, and regulation and competition policy. He also has extensive consulting expertise in antitrust matters involving mergers, unilateral conduct and associated calculation of damages.
Prior to joining Bates White, Dr. Mini worked for the Italian telecommunications regulatory authority, where he designed and conducted market analyses to inform regulatory policy on, among other things, retail telephone subscription services, directory inquiry services, and mobile wholesale termination charges. He also represented Italy at EU-level regulators′ working groups, where guidelines and practical methods for implementation of EU telecommunications directives were negotiated. Dr. Mini began his career at the World Bank where he worked on Infrastructure Department field projects for the European and Central Asia region. He also authored sector studies on urban issues as well as annual reports.
Selected Experience
- Assisted COFETEL, the Mexican telecommunications regulator, in drafting rules pertaining to accounting separation obligations for wireline and wireless operators.
- Advised a communications company on wireless net neutrality issues.
- Quantified the benefits of telecommunications deregulation in Germany and other major European countries for Deutsche Telekom.
- Conducted a benchmark study of mobile wholesale termination rates for voice calls in Western Europe on behalf of a group of German mobile operators.
- Advised the Malaysian regulator regarding the revision of interconnection rates for regulated services using LRIC model.
- Supported a pharmacy benefit manager in obtaining antitrust authority clearance for the acquisition of the pharmacy business of a vertically integrated health insurance company.
- Calculated antitrust damages in a collusion case in the medical insurance industry.
