William E. Kovacic, Robert C. Marshall, Leslie M. Marx, and Matthew E. Raiff publish chapter on bidding rings and anticollusive measures in Handbook of Procurement
WASHINGTON, D.C., October 17, 2007—Robert
C. Marshall, Ph.D., Bates White Partner and
Matthew E. Raiff, Ph.D.,
Bates White Managing Partner together with William E. Kovacic, Commissioner,
Federal Trade Commission, and Leslie M. Marx, Ph.D., Associate Professor, Duke
University, published a chapter in the Handbook of Procurement, edited
by Nicola Dimitri, Gustavo Piga, and Giancarlo Spagnolo. Entitled “Bidding
Rings and the Design of Anticollusive Measures for Auctions and Procurements,”
the chapter explores ways contracting parties can take precautions to defeat or
discourage collusion by bidders.
Dr. Marshall is a recognized thought leader in the areas of industrial
organization, applied game theory, auctions, procurements, and collusion. He has
written and spoken extensively on these topics and is an expert in collusive
mechanisms and incentives for collusion in procurement contracting.
Dr. Marx, an academic affiliate at Bates White, specializes in collusion,
auctions, contract theory, and game theory. She is an expert in bidder collusion
and a noted writer and speaker on the topics of coordinated effects, auctions,
and competition.
Dr. Raiff serves as an expert economic consultant on matters involving alleged
anticompetitive conduct. In particular, he is a leading expert on cartel matters
