Randal Heeb conducts executive education seminars on cartels, mergers, and
energy deregulation at European School of Management and Technology (ESMT)
WASHINGTON, D.C., December 11, 2007—Randal
Heeb, Ph.D., Partner at Bates White, LLC, conducted seminars on cartel enforcement,
merger control, and energy deregulation at a two-day executive education course at the
European School of Management and Technology (ESMT) in Berlin, Germany. Dr. Heeb served as
one of three faculty members for ESMT’s program titled, “Political Economy of
Regulation.”
In his seminar on cartel enforcement, Dr. Heeb discussed market conditions that make some
industries more susceptible to collusion than other industries. He illustrated these market
characteristics with examples from the vitamins and lysine cartels. Dr. Heeb also outlined
trends in the regulation of collusive behaviors and discussed recent fines imposed by the
European Commission.
During his merger seminar, Dr. Heeb presented a case study on the proposed merger between
Volvo and Scania that was blocked by the European Commission in 2000. Through this example,
Dr. Heeb explained the European Commission’s merger review process and showed how
understanding competition policy can help anticipate regulatory successes or challenges
with proposed mergers. In addition to his cartel and merger discussions, Dr. Heeb also
led a seminar on U.S. perspectives on energy deregulation. This session highlighted the
contrasting experiences of the United States in the natural gas and electricity markets,
with particular emphasis on lessons learned in the California energy crisis.
Dr. Heeb has more than 20 years of experience providing economic analysis for matters
including anticompetitive behavior, market structure, asset valuation, strategic planning,
and investment analysis. He has written and consulted on a range of antitrust issues related
to complex pricing. He has served as a consultant to electric utilities and regulators in a
variety of settings, and has submitted testimony on behalf of natural gas marketing and
trading companies on matters involving index reporting.
