Vermont Journal of Environmental law invites Dr. Jonathan A. Lesser
to participate in its “Energy & the Environment” symposium
WASHINGTON, D.C., March 27, 2006—Bates White announces
that Dr. Jonathan Lesser was invited by the Vermont Journal
of Environmental Law (VJEL) to participate in its “Energy & the
Environment” Symposium held Friday, March 10, 2006 at the
Vermont Law School.
Dr. Lesser participated in a panel session
titled “Vermont
State Energy Issues.” As a resident of Vermont and as an
economist with more than 20 years experience working on economic
and environmental issues affecting the energy industry, Dr. Lesser
shared his insights about the need to promote market-based solutions,
rather than relying on state-level planning. Dr. Lesser highlighted
specific challenges facing Vermont, including a hostile regulatory
environment that has weakened the financial integrity of the
state’s electric utilities, extreme reluctance to develop
new generation and transmission facilities, over-reliance on
government subsidies for energy efficiency and renewable resources,
and demonization of the nuclear industry. Dr. Lesser also faulted
symposium participants for their nearly exclusive focus on the
environmental impacts caused by the state’s electric industry—despite
its having one of the least-polluting resources portfolio in
the entire country—rather than the transportation sector,
which is the state’s largest source of air pollution.
The
symposium dealt with the challenging paradox of securing dependable
sources of energy while still protecting vital natural
resources. Topics included energy sustainability, international
energy issues, nuclear energy, and Vermont energy issues. The
event was sponsored by VJEL, an online publication of Vermont
Law School, in conjunction with Vermont Law School’s Environmental
Law Center and Institute for Energy and the Environment.
