Jonathan A. Lesser to speak at Energy in the Southwest 2006 Conference
WASHINGTON, D.C., July 11, 2006—Dr. Jonathan A. Lesser, partner at
Bates White, LLC, will speak at the Energy in the Southwest 2006
Conference “New Directions in Energy Markets and Regulations,”
to be held in Santa Fe, New Mexico, on July 13 and 14, 2006. Dr. Lesser
will present his topic “Economic Impacts of Environmental Regulation
in the Energy Industry” on July 14. The conference will examine new
national energy policies on regulation and deregulation and their effects
on the southwest region.
Dr. Lesser will discuss federal statutes (including the Clean Air Act,
the Clean Water Act, and the Endangered Species Act), federal regulations,
and state laws that particularly effect energy economics in the region. His
presentation will explore a range of business, investment, and social policy
issues related to the regulation of power generation and supply, the
exploitation of natural resources, the imposition of taxes and penalties,
and the granting of subsidies. He will also examine uncertainties in several
of these areas and discuss recent legal cases and developments.
Dr. Lesser has more than 20 years of experience working for electric
utilities, in government and academia, and as an economic consultant.
He was president of the New England Economics Group and director of
regulated planning with the Vermont Department of Public Service.
The conference features a keynote address by FERC Commissioner Suedeen
G. Kelly, as well as presentations by state commissioners, energy executives
from private industry, and attorneys from leading law firms.
