Dr. Robert C. Marshall will speak on anticollusion measures at LSI’s International Cartels seminar
WASHINGTON, D.C., August 22, 2006—Dr. Robert C. Marshall, Bates White Partner and Professor of Economics at The Pennsylvania State University, will present a paper, “Bidding Rings and the Design of Anticollusion Measures for Auctions and Procurements,” on September 7 at a seminar organized by Law Seminars International (LSI). LSI's International Cartels seminar will focus on international anticartel enforcement, and will be held on September 7 and 8 in Washington, D.C.
Dr. Marshall’s talk will provide auctioneers and procurement officers, corporate executives, and others with information on bidding and auction practices that can be adopted to deter collusion and inhibit misconduct. Dr. Marshall will discuss information dissemination (to bidders and the public), recordkeeping, bidder identity, frequency of auctions or sales, and other business practices in the context of potential international enforcement actions and investigations.
Dr. Marshall’s LSI presentation is based on his contribution to Handbook of Procurement, a forthcoming title published by Cambridge University Press. Dr. Marshall has published extensively in auctions and procurement literature, especially in the area of bidder collusion. He is also codirector of the Center for the Study of Auctions, Procurements, and Competition Policy, an organization within the Department of Economics at The Pennsylvania State University.
