Dr. Jonathan A. Lesser to present on economic
impacts of energy regulation
WASHINGTON, D.C., March 13, 2006—Bates White Partner, Dr.
Jonathan Lesser will speak at Law Seminars International’s
“Electricity and Natural Gas Regulation: Fundamentals and
Current Issues” in Washington D.C. on March 15–16,
2006.
Dr. Lesser will discuss key economic principles that need to
be evaluated for understanding potential costs and benefits to
utilities and consumers alike. His presentation, “The Economics
of Energy Regulation: Implications and Challenges for the Electric
and Natural Gas Industries,” will highlight economic challenges
related to pricing, costs, and rates resulting from competing
industry and regulatory goals. He will also demonstrate the complexity
of establishing market rules that help promote effective gas and
electric power development in a deregulated environment. To illustrate
this, Dr. Lesser will address market power concerns, infrastructure
requirement issues, cost allocation complications, and regulatory
uncertainties.
This conference will provide attorneys, industry representatives,
and government employees with a solid foundation on the key legal,
regulatory, and economic issues surrounding the energy industry.
Topics to be covered include the implications of the Energy Policy
Act of 2005, environmental regulation, market oversight and enforcement,
regulation in transmission, and mergers and acquisition.
