Dr. Jonathan A. Lesser leads discussion of New England forward capacity market at national energy conference
WASHINGTON, D.C., November 6, 2006—Jonathan A. Lesser, Ph.D., Partner at Bates White, LLC, shared his insights on New England’s forward capacity market (FCM) at Law Seminars International’s “Energy in the Northeast: Resource Adequacy & Reliability” conference. Dr. Lesser explained how the FCM structure evolved based on the settlement agreement in the Devon Power case. He delved further into the subject by detailing the proposed FCM mechanism, and by examining the policy implications of higher than expected FCM prices, the competitiveness of the underlying generation supply market, and the “seams” issues that exist between New England and NY/PJM.
