Dr. Spencer Yang presents on the impact of transmission
constraints in a market power analysis
WASHINGTON, D.C., July 6, 2005—Bates White, a national
economic consulting firm, announced that Spencer Yang led a presentation
entitled “Incorporating Transmission Constraints into an
Analysis of Market Power” at the PowerWorld Simulator Users’
Group Meeting held on June 23–24, 2005 in Austin, Texas.
Dr. Yang discussed how restructuring in the U.S. electric power
industry has led to the development of competitive wholesale electric
markets. The long-run benefits of competitive wholesale electric
markets are not attainable, however, if a market participant is
able to utilize its continued control over the electric transmission
system to exercise market power. In particular, transmission constraints
can increase the ability of a market participant to utilize congested
transmission lines to exercise market power. Dr. Yang discussed
two different approaches that help assess the impact of electric
transmission system constraints on an analysis of market power,
demonstrating how a market power analysis that does not consider
transmission constraints may yield unrealistic results.
