Bates White principal Dr. Jonathan A. Lesser
published in major utility journal
WASHINGTON, D.C., October 15, 2004—Bates White, a national
economics consulting firm, announces that Principal Dr. Jonathan
A. Lesser published an article titled, “The AG’s Global
Warming Suits: Regulation by Litigation” in the October
issue of Public Utilities Fortnightly.
Dr. Lesser’s article addresses concerns over a recent lawsuit
filed by eight state Attorneys General alleging that five utilities
operating coal-fired generating plants are harming the states’
residents because of the plants’ carbon dioxide (CO2)
emissions. He contends that the state Attorneys General not only
are providing bad policy, but the policy does not provide ample
economic benefits in reducing CO2 emissions.
Dr. Lesser has more than 20 years experience working for electric
utilities, government, and academia as an economic consultant.
He has addressed major economic and regulatory policy issues affecting
electric and natural gas utilities, including their structure
and operations, cost allocation and rate design, capital investment
decision strategies in the presence of market and regulatory risk,
cost of capital, risk management, incentive regulation, and general
regulatory policy. Dr. Lesser has testified before state public
utility commissions in Arkansas, Connecticut, Illinois, Oklahoma,
Rhode Island, Vermont, and before the Federal Energy Regulatory
Commission (FERC). In addition, he has testified in commercial
litigation cases in Arizona, Vermont, and Washington State.
